國立臺灣大學任江履昇女士清寒獎學金
修法紀錄 立法總說明
一、設置宗旨：任江履昇女士之家屬為回饋社會並鼓勵臺大清寒同學努力向學，將來服務社會人群，設置「任江履昇女士清寒獎學金」以永續嘉惠無數莘莘學子。
二、獎學金金額：每學年新臺幣6萬元整。
三、獎學金名額：每年20名。
四、申請時間：每年8月起至10月底止。
五、申請資格：
(一)本校大學部二年級以上在學學生。(延畢生不得申請；研究生限發生重大意外變故者。)
（二）家境清寒或家中突遭重大變故者。
（三）前一學年學業等第績分（學業GPA）2.93（或百分制75分）以上且在校無受任何懲處紀錄。有特殊原因，如意外變故，或參加特殊比賽訓練，以致無法達到標準者，得提供具體事證說明，參加申請。
（四）有社團領導經驗，社會服務與工讀證明者得優先考慮。
（五）受領本獎學金者，得兼領其他獎助學金，其總額新臺幣3萬元整為限，全年全部獎助學金以新臺幣9萬元整為限。
六、繳交證件：
(一)專用申請書。
(二)家庭成員戶籍謄本。
(三)家庭成員每人前一年度國稅局綜合所得稅各類所得資料清單及財產歸屬資料清單。
(四)政府低收或中低收入戶證明(無者免附，僅供參考)。
(五)歷年成績單、學期與學年名次證明（皆為正本）及獎懲紀錄證明書。
(六)家中突遭重大變故者請附說明書並經導師核章或提具醫院診斷證明書或其他相關證明文件。
(七)有社團幹部、社會服務與工讀之相關證明或獎狀。
(八)詳細履歷表(含自傳、證件照)。
(九)導師或教師推薦信1封。
(十)上述申請書、自傳與履歷表(含2吋正面脫帽半身照片)文件之電子檔資料。
七、本獎學金由本校學務處生輔組負責申請、審查事宜，將初審結果之推薦學生及備取6名學生之申請資料送設獎人複核確定後，再行辦理發放事宜，並將印領清冊函送捐贈人代表。本獎學金以清寒為名旨在協助家境貧困品行端正之學生。因此審查是以家境貧困、品行端正，具有服務熱忱為主要考量，學業成績為次要考量。
八、每年會計年度結束時，學校得提供當年度的本獎學金之會計報表給捐贈人代表。
九、臺大必須於獎學金發布申請前，為此獎學金設立網頁。此網頁由臺大學務處與捐贈人代表共同管理。
十、本獎學金申請詳細辦法，每兩年捐贈人代表得提出檢討修訂。
十一、本要點經行政會議通過後，自發布日施行。
★捐贈人代表
林麥聯誼會總幹事-王明純執行長，於2012年捐款新臺幣3,000萬元（100萬美金）成立永續基金專戶，並依國立臺灣大學捐贈收支要點規定，受贈單位每年提撥專戶之4%保證利息收益作為清寒獎學金之用，本金則永不動用。

National Taiwan University Guidelines for Mrs. May Jen Scholarship for Low Income Students
I.The donor promises to donate NT$ 30,000,000 (US$ 1,000,000) into the university endowment fund. According to National Taiwan University Regulation on Revenues and Expenditure of Accepted Donations, the university will guaranteed a 4% payout ratio each year to be used as the scholarships, and the principal fund will never be touched.
II.The amount of each scholarship: NT$ 60,000 per year.
III.Number of the awardees: 20 awardees per year.
IV.Application time: from August 1st to October 31st each year.
V.Eligibility:
1.NTU undergraduate students (sophomore or above, but students who defer graduation are not eligible). Graduate students are eligible only when recently experiencing encountering a serious accident or a family disaster.
2.Students from low-income families or students who recently encountered an accident or a facility disaster.
3.Students who earned a GPA of 2.93 or above as averaged (a 75% or above on a percentage scale) and without any penalty and punishment records. When unable to meet the above standards, applicants may offer evidence to explain the reasons why they could not meet the standards, such as accidents or participation in contest training.
4.Students who have experience of being a leader in student bodies, and social service, or have part-time jobs are preferred.
5.Students who are granted with this scholarship can have other scholarships, but the amount is limited to NT$ 30,000, that is, the amount of all scholarships an awardee can have in a year is limited to NT$ 90,000.
VI.Application Materials:
1.Application form
2.Household registration transcript of all family members
3.List of annual individual income tax of all family members of last year and list of property ownership of all family members of last year.(if the 4st point is applicable, then this could be excluded.)
4.Governmental low income and middle-low income household certificate (not required, for reference only).
5.Transcript of all semesters, certificates of class rank of each semester and each year (all in origianl copy), and honor and discipline certificates.
6.Applicants who recently encountered an accident or a family disaster please add a report authenticated by the student’s advisor stamp or provide a hospital certificate of diagnosis or other related proof documents.
7.Related proof documents or honor of student clubs leadership, social services and working experience.
8.A detailed resume (includes autobiography and an ID photo).
9.A recommendation letter from professors or student’s advisor.
10. A soft copy of application form, autobiography and resume (includes 2-inch of half-length front photo without hat).
VII.NTU Student Assistance Division is in charge of the process of application and examination for the scholarship, and sends the application materials of the recommended applicants and 6 applicants on the waiting list to the donor. After the approval of the donor, NTU Student Assistance Division grants the scholarship to the awardees, and sends the scholarship receiving list to the donor representative. The scholarship aims to help students of good character who come from low income families, so the main consideration of the examination is the condition of distressed financial situation and righteous behavior, and a passion for service, thus the grades are minor.
VIII.At the end of each fiscal year, NTU should offer the accounting statement of the scholarship to the donor representative.
IX.NTU must set a website for the scholarship before the announcement of application. The website is co-managed by NTU Office of Student Affairs and the donor representative.
X.The guidelines can be amended by the donor every two years.
XI.The guidelines come into effect upon the approval of the University Administrative Committee.
